Contents and footnotes do not print

No matter what i try my Table of contacts will only print {TOC \o "1-3"}. I
get the same type of problem with footers. In print view i have used ALT F9
which converts it OK but it still prints incorrectly. Any ideas??
 
I'm sorted thanks to Geoboss's question and suzanne and garfields repy.
