Contacts in Outlook 2003

I had to reinstall everything on my pc but before I formatted the pc I made
sure there were backups of all my files including my email. When I completed
the setup for Outlook 2003 I verified that my contacts were there.

When I create a new email and I hit the To: button the address list opens
but it is empty. When I click the Contacts object in Outlook 2003 all my
contacts are listed. So, how do I get my contacts to show up in the address
list?
