When preparing a new message in Outlook 2003 is there a
way to have the TO: contacts window open in the same
manner as it used to in Outlook 2000.

Now when I click to I must select from a pull down list
(Accounts, Business Contacts, Contacts) I would like to be
able to go directly to contacts. I even prefer to see
that the same way Office 2000 did with the selected names
on the right of the available contacts.

Nothing has really changed here. Perhaps you weren't using the Outlook
Address Book in Outlook 2000. IMO mode, for example, used the Windows
Address Book interface, not the Outlook
Address Book.
You can select which folder you display first in the Address Book > Tools >
Options...
