It used to be when I clicked on the Contact Icon on the shortcut bar the
first contact would be highlighted so when I started typing the contact name
I would move to that contact.

Now when I click on the contact Icon on the shortcut bar I have to click on
a contact name in order to start typing the contact name, is there any
setting change I can make to have the first contact in my list selected when
I click on the Contact Icon in the short cut bar?

I am using Outlook 2003 with Contact Manager on an XP platform.

The most common cause for this behavior is using the default "Outlook Today"
view for your information store. From what I've seen, Microsoft has no
intention of addressing this bug.

Is there another view store that will allow my first contact to be highlighted?

Just turn off the default "Outlook Today" view.
