When I click on "to" or "cc" while creating new mail in windows mail (Vista
operating system) I get an empty list. Previously it presented a listfrom my
contacts folder.
I can locate my ccontacts folder and it still exists. How can I get the list
to come up

For me, generally no list comes up until I type at least the first
letter of the email address I want to use, and then only a
list separate from the entire contacts list, with whatever
email addresses both have whatever first letters I've typed
so far and are among the last 25 email addresses I've sent
email to. Check if that's what's happening.

If you prefer the entire contacts list, click on Tools, then
Select Recipients instead.

There's also a Windows Mail add-on program for erasing
the list of the last 25 email addresses you've sent email to;
if you've used that program lately, expect the separate list
to disappear entirely until you've sent at least one more
email message.
