It seemed unlikely that Firefox was involved, since this

As of FF 3.7, FF apparently added the file security nag.
The link above shows how to disable it in FF, though I
assume the Registry edit is respected by Firefox as well,
so it shouldn't require specific settings.

I knew FF was getting commercial and bloated, but I
never imagined they'd start adding this kind of junk *and*
hide it in about:config where the vast majority of people
will never be able to adjust it.

right:

If I'm right, it's just serendipitous. :) I was not even aware there
was FF 3.7. I have 3.6.23, and have never been offered a 3.7 (4 and
above - yes, but I refused those).

In 3.6.xx, that setting applies *only* to the antivirus scan, not to
the Windows security policy.
