Console Recovery Invalid password.

After ALOT of work I found that the reason I am not able to get past the administrator password when trying to enter the console recovery mode is that there is a bug in the application. Apparently hotfix Q308402 will solve my problem. How do I get this hotfix?
Also I can get around the problem with a simple registry edit that basically turns off the prompting for a password. I have tried this and it works, but I would like to make the system right.

Boot from the XP Home boot Floppies, which you can make from this
Microsoft Knowledge Base article:

It will accept a blank password after you boot from the floppies.

Workaround:

Copy the "spcmdcon.sys" file from the temporary disk based fix to the
c:\cmdcons directory. Then boot into the Recovery Console.

After you do this, you can start Recovery Console and successfully log on to
make repairs. After repairs are made and you can boot Windows XP, preinstall
the Recovery Console, then apply the hotfix.
