Connection Wizard can't make a connect.

Hi all,

I have a computer with XPP on it. It has an external modem
that seems to be working fine, driver loaded ok. Problem is
when I try to make a dialup connection through the wizard
connect to internet =>
set connection manually =>
the modem choice and the one underneath it are both grayed
out. The broadband choice is not. Since I can not choose
the modem there is not way to make a dialup icon. So,
which parts of XP do I have to re-install to get the modem
choice to show up?

PS. rasman does not seem to be loading correctly either.
PPP is not loading do to an error generated by the
module rastls.dll generating an error code 20071
error while initializing - request is not supported from
the event log.
