Connection to ISP OK, but does not connect to IE7

Hi: I was speaking with local ISP provider (Sympatico) and my brothers
computer connects OK to the service, but when we PING a service it returns
the error as "Transmit failed, error code 65". We cannot get a connection to
the Internet Explorer V7, even though it shows that the ISP connection is
valid .
Using the Run CMD command again trying to Ping to any site returns an error
code 65.
Why would this happen, and what would be the issues ? The ISP provider says
it is not their problem, and has to be a Microsoft Windows XP issue ???????

Are you running Zone Alarm or another personal firewall? Have you attempted
to configure this system to use Internet Connection Sharing?
