Connection refused error - 10061

Hi,
I have an application which connects with FTP server and
uploads/downloads file.
If I run the application on desktop pc it works fine.But if I run
applcation on mobile device and client runnning on desktop pc (I am
using ActiveSync as a medium.) it gives 10061 -Connection refused error
for bidirectional data transfer.
Could anybody please tell me what is the reason?

Check if it works if you run the server on a *different* PC (not the one
that is ActiveSync host)
