Connection issue - Public WiFi

I have a Dell Inspiron 6400 with Intel wireless card and experienced issues
(could not connect to the internet) connecting through a public WiFi access
point. It appeared as though IE could not be re-directed to the ISP login
page and thus never allowed actual Internet connectivity. The wireless
signal strength was fine.

I am having same issue. I can connect to unsecured networks but when I try to
connect to my isp hot spots the login page is not displayed. The signal
strenght is great but I have to login in to connect fully.

It turned out the issue appeared to be related to settings on my Firewall
and Phishing protection. To get it to work, I had to turn off Phishing
protection and also turn off "XMas scan" intrusion detection in the
"Advanced" settings of the firewall.

In some spots disabling only the "XMas scan" works. At Panera, I had to do
both.
