connecting users to a server using remote desktop

How do I allow users to connect to a server (a backup DC) via remote desktop
without using terminal services?

I have added the user group to the remote users group and it would not work.

I also add specific users to the same remote group with any success.

My admin account has no problems logging on using remote desktop.
