You need a VPN. It is almost a defacto requirement for what you need to do.
2 What i need to setup my network to allow user can access My Exchange
server at HQ and able to send/received thier Internal Email from any
braches.

VPN to make all the branches "look" like one infrastructure.

3.How user Can access All resourse of other Branche.
VPN interconnected sites.
4.Is i need to Register my all Branches DNS on internet.
No, you do not. AD DNS names are internal and private.
Please reply me.

With all due resepct, may I suggest to hire a consultant that is familiar
with Active Directory and network infrastructures to assist you in your
task? It soudns like that may be the better option at this time.
