Connecting to Outlook Express

I can connect to Outlook Express when I first boot up my laptop. However, if
I close the application and then try to open it it will not work. I hear a
"thunking" sound which usually means it's an action which is not allowed.
How do I fix this?
 
What OS are you running, what version of OE and by a 'thunking' sound, so you
mean disk hits?
