Can you be a little more specific?
 
My initial suggestion would be to set up a VPN. Why should it be unsuitable
for roaming users?

I have two seperate networks in two physically different locations. Both
have broadband. I would like one of the networks to be able to view data on
the other so that they can run applications that have a database on a
different physical network.
I would like to make this as transparent as possible so that it just looks
like another shared drive on the network making it easier to work with the
software.
I have so far considered VPN but this is not for roaming users it is more
for a hard line into the seperate offices.
