Connecting a USB hard drive

I am using Windows XP. I plug in a USB hard drive and a
message comes up saying that a high speed USB port is
connected to a low speed USB port therefore the speed
will be reduced, but the drive does not appear in Windows
explorer and I can't access it.
 
Right click My Computer and select Manage. Look under
Storage to see if the drive shows up, it should. Give it a
name/letter and format it if necessary.

If the drive is already formatted, try changing the USB port you plugged it
in, or unplug other USB devices first... I have theoretically found that
there is a "primary" USB port where my USB HD will work, and on my laptop I
have to first unplug the USB mouse and re-plug it after the HD has been
detected. Also, if your HD came with a power adapter or a second USB
connector on the same cable, try using them. 99% of the time it's a matter
of powering up the HD, not just the USB case.
