I see one major problem with this announcement - delayed product for the
PC market.

I wouldn't be at all surprised if the agreement with MS places an
embargo on ATI shipping significantly more powerful graphics solutions
for PC platforms within a given time period from the XBox2 launch.

Although I've never read anything concrete, the timings of NVidia's
GeForce product launches lead me to strongly believe this was the case
with their agreement.
