Confirm Open after Download

One of our users is trying to view pdf files off our web enabled database.
I had made a change in the pdf file type on the advanced tab to 'confirm
open after download'. All of our client machines are configured this way.
When the user goes to our web site and clicks on the pdf he/she would like
to view, a confirmation window will pop up to confirm: open, save, cancel.
However, on this user's machine, it doesn't pop that window up, it just
tries to open in acrobat and times out. You might think that it's an
acrobat problem, but my concern is that it is not popping up the
confirmation window. Any suggestions other than a reload?
 
I had to deal with almost the exact same situation
recently. My problem was that the confirmation window
would pop up, but when you clicked on Open the Save As
window would appear instead of opening the file. I had to
uncheck "Do not save encrypted pages to disk" under
Internet Options to get the window to work right.
 
Where is that option under Internet Options??

Yes, go to the Advanced tab and then scroll down to the
Security section and it should be the 4th option.
