Configuring picture editor in Front Page 2000

How do I fill in the form after clicking on tools and options? Does FP
recognize Serif Photo
Plus as a picture editor or only photoshop? When I click on my
thumbnails I get a pop-up
which reads "no picture editor is configured". PLEASE HELP!!!! Thanks.
