configuring outlook XP

Well this is my third try.
Andreas was the closest in helping me obtain a correction but it did not
help in the end.

I am pasting the entire message that I am getting:
Failed to register a VB script DLL. Reinstall or run regsvr32.exe VB Script
to self register. The key ‘display name’ is either missing or has an
incorrect value. [file
C;\programfiles\microsoft office\office10\forms\1033\secrec(2).cfg section
description

And then the operation fails (so Outlook won't even open to configure) go
figure!

I have used Outlook before on the same system but I did the stupid thing of
re-installing XP due to a system crash and Yes I did not back up my files
because my system never crashes, jejejeje
I have a Linksys router that services two separate computers just in case
this has a bearing on the problem
