You can change this with a registry change but I never recommend such in
this newsgroup.
Quite frankly, if you want to edit a photo with any software, open the
software and open the photo in it. Or, right click on the photo and click on
Open with on the opening menu and then click on the software you want on the
opening list.
Especially since there are three other safer ways to accomplish the job, and
one of them is the following:
