Config Parser Error

Can anyone explain this one?

Error parsing
C:\WINDOWS\system32URTTemp\config\machine.config
Parser returned error 0x80070003

It happens all the time that I'm on the internet. I'm not
seeing any one think that I'm doing when it happens.
 
Go to Add/Remove Programs and uninstall the .NET Framework. Then go back to
Windows Update and reinstall it.
