Conexant driver installation problem modem RD01-D850

I have had problems installing the driver for this model modem RD01-
D850. The chipset is made by conexant it is a cx11256-11. The driver
includes a executable which runs perfectly on XP Pro but seems to hang
in embedded. I'm using KM's xp pro emulation build with some added
font support and drivers.

When I try to run the modem's drivers executable in embedded it will
sometimes install the modem drivers but fails to completely finish the
job and other devices like a modem audio device is found and where xp
pro automatically detects and correctly installs the driver for this
xp embedded doesn't. The result is a incomplete modem driver
installation.

Plan B was to use tap.exe to take a image of the modem driver on a xp
pro machine and add the drivers to xpe build as I have done with other
drivers. The driver import process worked normally until the xpe
embedded build is up and running. When the image is booted the modem
drivers are still not installed, and xpe redetects the modem as pci
communication device and the driver installation process starts.

My question is what could be possibly happening in xpe that is
different in xp pro that is causing this executable to fail to
complete? Are there additional settings in xpe that need to be
configured like xp pro for this executable to run? How would I
troubleshoot what part of the driver installation process is failing?
Checked the application logs and they are of no help. -Thanks
