Conditional Formatting based on another report field

I want to set up conditional formatting so that if a field doesn't equal
another field it is highlighted.

For condition 1, I have...

Field Value is not equal to [LastOccurrenceWarning] (name of the field).

It keeps highlighting every field, whether they are equal or not! How do I
fix this??
