Conditional Formatting

I am simply trying to highlight any field value that is equal to "No". I can
not get this simple conditional formatting to work. Am I missing something
or can you not do this with yes/no fields?

"No" is just a formatting of the value False, that is a
built in name for zero. Using False instead of 0 is more
descriptive so the conditional formatting Value Is should
simply be:
False
