Computer will not turn off

When i log off my computer it will not turn off. Even when i manually try to
turn it off by pressing the on/off button it will not turn off. I have to
turn the power off (unplug it) to get it to shut down. The computer makes
the same music noise as though it is shutting down, it even makes the same
power off noise, it just won't shut off. The on/off button works fine when i
turn it on. Can you help?
 
Press and hold the power button for 4-5 seconds. The computer should shut
off.
