trying to reinstall windows xp and the computer will not allow me to boot
from cd-rom. any ideas????

Access the BIOS of your PC and make sure that you can set the PC to boot from
CD.

I also know that if the CD / DVD drive is not set as a master drive (jumpers
on PATA based drive) then XP setup might not be able to see the drive for
booting.

Check Bios.
CD has to be in the boot sequence before the HD. Otherwise you boot
the HD.
Also the CD has to work and the CD has to be bootable.

Sure. Ask the maker of your BIOS how to do this, or if it's even
possible. This has NOTHING to do with XP and does not belong here.

Ask elsewhere
