Computer startup

Running Windows XP Pro, all up to date. Is there a way to control the
sequence of how programs startup at reboot? I have a program, Tripplite Power
Alert (controled shut down in case of a prolonged power failure) for a UPS
that if it isn't one of the first programs to load, it doesn't start and
generates a Windows error message, no matter how many times I try to start
it. I have talked to the company and they are no help. All I notice is that
if it is one of the first programs to start, it is OK and if I reboot and it
is one of the first (I don't know why) it usually runs. There must be some
interaction between programs on one of my computers because it doesn't fail
on my other. No sense in trying to remove other programs because I need them.

I see all of the programs in startup, etc., but I don't see any way to set
the sequence for what order they start.

1- Is this a program or a service? What is the name of the process?

2- If it's a program where is it set to start, is it listed in the
registry run key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run or is
it in the Startup Folder?

3- What is the *exact* error message that you get when you can't start
the program?
