when my computer starts up it runs through all of the diagnostics like it

Probably being caused by a "System Failure" class error of some kind
if you have default setting of "Restart on failure" still in effect
(Control Panel - System - Advanced - Startup and Recovery Settings).
Try bringing up the Windows XP Startup Menu (the one with the various
choices such as Safe Mode). To do this start tapping the F8 key when
the computer is part way through the startup diagnostics (before the
XP loading screen first appears) and keep tapping until the Startup
Menu appears.
Look on the menu for an item to "turn off automatic restart on system
failure" or words to that effect and choose it if it is there. If not
try Safe Mode. And if Safe Mode fails then try "Last Known Good
Configuration".
If you can disable the automatic restart then you should end up with a
Blue Screen Of Death STOP error message. The contents of the STOP
message, including the STOP code, all 4 of the parameters, and any
file or module names mentioned will be a direct clue as to the
underlying cause of your problem. Post that information back here.
