Computer Migration Failure

When migrating a computer form NT4.0 to Win2K3 using ADMT.
I receive the following error.

Server, Netlogon service might not be started. rc=1722
The RPC server is unavailable.
2004-01-28 16:02:43 ERR2:7014 The Active Directory
Migration Tool Agent Service on \\IT_TECHBENCH did not
start. See the application log on \\IT_TECHBENCH for
details.
2004-01-28 16:02:44 All agents are installed. The
dispatcher is finished.

Make sure theuser accounts used to configure ADMT is an adminstrator on teh
target server\machine
