Computer Management Console

When I try to run Disk Defrag, I get an error that Windows Management
Console can not open.

When I try to open the Computer Management Console in the Admin. Services of
the Control Panel, the application hangs for about a minute then gives me an
error.

Any way of re-installing this? I tried a restore from my OEM CD but I get a
"newer version of windows is installed" message.

regsvr32 msxml3.dll
