computer keeps resetting

My computer acts like it is resetting and won't let me
open hardly anything. If I click on my computer,
settings, recycle bin, my control panel, and a few
others, my computer goes bland except for the background
and then the icons come back up but not the program I
clicked. Can anybody help me??

Right-click on your desktop and select:
Properties > Settings > Advanced > Monitor
and increase the Screen Refresh rate until the
problem subsides.
