Computer is running quarter speed - clock and everything!

This is weird - brand new install of Win2K on emachines etower 700.
Everything running fine, no AV or anything yet, but machine is running
quarter speed - nothing is eating CPU, no weird services.
But the cursor is blinking at quarter speed....any ideas?

I spent ages finding out why Windows 2000 was suddenly on a go-slow.
I found what it was in the end - disabling Hauppauge WinTV-Go in Hardware
manager makes everything good again. Still not sure why - using latest
drivers and nothing in event viewer to suggest a fault.

However, here are some pointers other people might find useful:
The Cognac BIOS flash update for the HP Pavillion can be used on the
emachines Cognac-based machines.

I also updated the graphics drivers:

For Win2K, only the graphics drivers appear to be needed, and even then
Win2k works fine without them.
