Computer hangs on shut down

I have a Windows 98 Dell w/128 ram. When I purchased Norton Antivirus 2004 a
couple of months ago, I had to upgrade from IE5 to IE6. IE6 is on the Norton
Disk. Ever since installing IE6 I've had 2 problems. When I shut the
computer down it often hangs on that last Windows splash screen and won't
turn off automatically. Then I simply push the Power button. Sometimes when
I restart it, I get the scolding that I didn't shut down the computer
properly and sometimes it boots right up. The other (probably bigger)
problem is, I have a tough time getting rid of the dial up screen. It's very
intrusive and often refuses to be closed. When I click Close or Cancel it
just blinks and comes back. I used to have it connect automatically when I
clicked on my Homepage on Inbox icon, but it has a mind of it's own and
often dialed up several times a day. I do have it configured now so it won't
connect automatically. I've run Spybot and a couple other programs to detect
malware, but it still does it. I didn't have either of these problems before
installing IE6 & Outlook Express 6, but I'm not absolutely sure they are the
problem.
Any helpful hints would be appreciated (aside from upgrading to a new
computer!).
Thanks,
Mahlen

Search for the windows shutdown supplement in your search engine; download win98 version and reapply. This worked for me. You might have to repeat if you later install some other software that messes up the shutdown process.
