Computer Hangs at Applying Computer Settings. NOT USING APC!

So the big question is...what about some of us who have the same exact
symptoms as the bug APC problem, but are NOT running APC, nor has it ever
been installed on my server. My main web server went belly up after
installing BackUp Exec 10 and rebooting. Personally, I don't think it was the
BackUp Exec, since I had already installed it on a test server, and my
development web server. Nothing happened on either of those boxes.

Anyway, my symptoms are pretty much the same as the APC problems. Computer
appears to 'hang' at Applying Computer Settings (At one point last night the
server was left in that state for 6 hours and it didn't leave that screen).
Safe Mode works great. Safe mode with Networking works great...except Windows
Installer won't run, and more importantly, IIS Admin won't come up...it
complains that Protected Storage won't load (even though services show
Protected Storage running). I'm getting a couple of odd DCOM error messages
in my even viewer.

At this point, I'd be happy if I could at least get the IIS Admin service
running so I could backup IIS settings to transfer over to another box.

Hmmm, I'm thinking it's time to use up one of the tech support incidents
that came with my MSDN subscription. If I here anything good from there, I'll
share the fix if I can.

Did you ever get this resolved? I'm starting at the same problem and so
far no solutions.
