Computer boots to Blue Background

I have an XP SP2 machine that was working. It was a little slow but still
worked. One day i came in and the computer was off. When i turn it on, it
boots up but i never get to a log on screen. It sits there with a blue
background right before the logon screen would normally appear. The mouse is
on the screen and i can move it around. I tried booting into Safe Mode but
the same thing. I am unable to ping the workstation or do anything. The
computer has Office2K, Symantec AV Corporate 10, and our office scheduling
software loaded. It is joined to my domain and uses DHCP to get an IP.
Any thoughts???
