Computer Always tries to boot from CD

Lately I have not been able to use my computer because it always tries
to boot from the CD. I have tried everything. I set my BIOS to boot
from 1)floppy, 2)HDD and disabled the 3rd and it still attempts to
boot from the CD before any of the other devices. I have ran the
repair console from the XP CD as well as fixing and creating new boot
records. I even tried booting from by backup BIOS since my
motherboard is equipped with a dual bios, as well as tried booting
with my CDROM drive IDE cable disconnected from the motherboard, and
it still attempts to boot from the CDROM.

The boot order of a system is dictated by the BIOS, Windows has not even
started to load at that point. Because of this, something like using
Recovery Console or reinstalling Windows will make no difference. If your
system persists in attempting to boot from a CD, then there is most likely
something wrong at the BIOS level and Gigabyte would have to be contacted.

That sounds very strange. Even if it were improperly trying to
boot from the CD first, as long as there were no CD in the drive,
it should go on to boot from the HD.

At any rate, this is clearly not a Windows problem. Whatever is
going wrong is going wrong well before any attempt to boot
Windows. It's apparently a hardware/BIOS problem. If I were you
I'd contact the manufacturer of the motherboard and see if they
can help.

Have you tried to set the BIOS back to Default, of removing the CMOS battery
(or jumper) for 10 or 15 minutes to reset the BIOS?

Is your CD-Rom device set as the Primary master by any chance? Make certain
the Hard Drive is set as Master and is connected to the Primary Controller.
Have the BIOS Autodetect hardware.
