completely deleting a blocked sender in windows mail

is there a way to completely delete a persistent sender from my e-mail? I
have already blocked him but now he's filling up my junk folder at an
alarming rate. I would really like these e-mails to never show up at all.

*A message rule with the action to Delete it from server.*

In general:

Have all rules that Delete it from server first.

Rules that divert mail to folders next.

All others last.

Make sure that every rule also has Stop processing more rules checked,
unless that option is grayed out.
