Comp gone crazy!

I cna't create a dial up access anymore,it only allowing for
broadband,certain programs won't work cause the sound and video cards won't
initialise, my theme has changed and i can't system restore. ANy ideas?

Dial-up modem or PPPoE option in New Connection Wizard is unavailable
