Common Set of Contacts in OL w/out Exchange Server



I'm using OL 2000 SP-3 ( We are not using an Exchange
Server. Desktops are networked but standalone.

Is there a way that we can create a common set of Contacts in Outlook
that will be available to each user?

Put simply, I'd like to be able to have an Admin enter contacts at her
desk and have them in my OL (and also available for synch w/
Blackberry) and available to all users..
