Yes and no. This depends on what you are actually asking. ;-)
If you are working with multiple reviewers and wish to color-code comments
by author then no, the author's color is automatically assigned by Word. If
you want to change the balloon color and share the document with others,
expecting them to see the same color, then no, balloon colors are a personal
setting.
Now, if you want to change the balloon color for your personal view then
yes. To change the balloon color, on the Review tab, click the arrow below
Track Changes, click Change Tracking Options, and you'll see the drop down
for Comment color in the top section of the dialog box.
