I need to move a Win2003 domain controller to a new segment.
Steps:
1. change DC ip
2. change IIS web ips
3. run ipconfig/registerdns
4. change DC DNS web aliases

- system hosts Exchage 2003 and IIS6
- RRAS LAN to LAN routing will used with RIP. (small network)

Do a bit more research on this. At one time, with Win2k server, this was
the kiss of death. There was a utility to actually move the domain
controller between subnets and re-register all of the DNS srv records.
/registerdns wasn't enough.

Take a look at the Branch Office Deployment scenario as this is one of the
things that they recommend, but I don't have enough experience with this to
know the effect of a DC that has been in use for a long time rather than an
install done with the intention to move it.

Also note that ipconfig /register DNS doesn't update
the DC type records, but only the client type registration.

For DCs, re-start the NetLogon Service.

And/or try:
nltest /dsregdns /server:DC-ServerNameGoesHere
