CommandLine Boot w/out Disk

Hello all,
Would anyone be privy of how to boot Windows XP Home to the command line,
without having the Windows disk? I thank any/everyone who responds!

Go to the below website (URL) and create the disk on a friends PC.
Then boot your PC with it to the DOS (Command) prompt.
Insert the floppy in your PC and boot it.
