can any one please tell me how to enable the COMMAND PROMPT because I get
this message "command prompt has been disabled by your administrator"

Click Start, Run and type this command exactly as given below:

REG add HKCU\Software\Policies\Microsoft\Windows\System /v DisableCMD /t
REG_DWORD /d 0 /f

-or-

Open Registry Editor (Regedit.exe) and navigate to:
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\System]
In the right-pane, double-click DisableCMD and set it's data to 0

Then, follow-up with malware removal.

Is this your own personal computer or a work computer? If it's not YOUR
computer then leave it alone. Administrators put restrictions on
organization-owned computers and networks to try and keep users from
screwing things up.

Not that it helps any. Look at this post - even two MVPs just out and
told the user how to get around restrictions put in place by the
sysadmin. This just aggravates me. Do you have any idea how much
time IT folks spend fixing mistakes that we tried to prevent - all
because (and I hear this all the time) "I found a way around it on the
internet." Is it any wonder we turn into Nick Burns, Your Company
Computer Guy?

I never look at that way. I see this as a user group, users helping
users..... Not how to get over on the company IT folks. Even if one were to
ask, is this a personal system, what do you think the answer would be, if
not?

That said, what do you think happens when a user calls MS Support for the
same advice? How is one to know, really?

I will continue to help within the manner I always have. My edits/scripts
and fixes are created for ALL users, IT folks included. The only fix I will
never post is for the Content Advisor. Why, because I always think of the
home user first. There are other groups for Security, etc. that the IT
folks can take their issues up with.

At the enterprise level, an IT folk would be configuring the Permissions for
the registry keys involved.

Also note that the restrictions (such as DisableRegistryTools, Disablecmd,
DisableTaskmgr) error message in a home user environment, generally
indicates the presence of a Malware. Hence my earlier advice.

I've seen several cases here of company users attempting to get around
restrictions that are set by organization policies. I will continue to
remind them that it is NOT their computer and to take it up with their
admins.

I appreciate your focus on home users, but this group is definitely not
limited to them.
