Command prompt

I cannot run the command prompt. I get errors no matter
how I try to run it. If I use the icon in the start menu
or try start -> run -> cmd. They all fail.

Has anyone seen anything like this?

This is symptomatic of virus infection. What does a scan with a current
(post-2002 version using updated definitions) antivirus program show?
