Command prompt

My command prompt has been disabled, can any one tell me how to re-enable
please ??

what happens when you goto start > run > and type in "cmd.exe without the
quotes?
 
It says, Your command prompt has been disabled by your administrator, press
any key to continue.
I am the administrator, I think the children have been messing around.
