COM Add-in for VBA

When I load the Visual Basic Editor (Tools | Macro | Visual Basic Editor),
the mouse wheel doesn't work. I have a COM DLL that fixes this problem in
Visual Studio VB6, that is loaded as an add-in. I can't figure out how to
load this add-in so that the mouse scrolling will work (or for that matter,
how to load any add-in). The Add-Ins menu item lists only the Add-In
Manager, and it displays no add-ins available, and I can't find any way to
let it know about it.
