Color dialog problem

I have following problem with standard windows color dialog (Windows XP Pro
SP2). When I try to manually enter RGB or HSL values I can enter only 2
digits instead of 3. And visually input area looks shifted right. Any ideas?

If I change color with help of pallete there are correct decimal values in
the fields. But again 3d digit is almost hidden by the border of input area
(shifted right)
