closing a .doc the small x "close window" closes word not the doc

When using the small x at the top of a word document, it shuts down the whole
of word not just the document. We can't find any reason for this and have
even rebuilt the machine and reloaded the software.
OS XP pro
Office 2003
 
Next to the small x, is there a drop-down list. One option is to closde the
document, the other to close the window. Select Close doc.
