Clock Tooltip Hidden

When I hover my cursor over the time in my taskbar tray, the expected
tooltip that also shows the day and date is mostly hidden behind the
taskbar. Only the top edge appears. If I have an open window
maximized, I generally do not even get the top edge; perhaps the tooltip
is behind the window.

How can I get this tooltip to show?

By the way, if I left-click on the clock, I get the tooltip for my
dial-up connection. This is in front of the taskbar and any open window
and is what I get when I hover over the dial-up icon in the tray.
Hovering over any other tray icon gives the expected tooltip in front of
whatever else is there.

Go to Start/All Programs: Hover over any program listed, right click and
select Sort by Name. Repeat once more. All done!

Can you explain the logic behind this?

I shut down when I went out to run some errands. When I returned and
rebooted, the problem went away.
